Opinion: A waiver capped at Rs 75,000 is not a waiver, it is an accounting trick
A full loan waiver was promised to farmers with up to five acres. What arrived was a ceiling, renamed schemes and silence on the Cauvery. Tamil Nadu's farmers deserve delivery, not vocabulary, this Opinion argues.
Words are cheap in a budget speech. That is why farmers count in different units: in notices from the bank, in borewells that deepen every summer, in a river that reaches the delta late or not at all. Judged in those units, the TVK government's first agriculture budget fails its own promise, and no amount of renaming will rescue it.
The promise was plain: a complete crop loan waiver for farmers owning up to five acres. The delivery is a ceiling, first Rs 50,000, then Rs 75,000. A ceiling is not a waiver with a smaller font. It leaves the largest debts, which are usually the oldest and most desperate, exactly where they were, while allowing the government to claim the headline. That is not relief policy. It is accounting with a microphone.
The same method runs through the rest of the budget, if the DMK's charge in the Assembly is correct: existing schemes returned with new names, presented as a new deal for the countryside. Renaming is the oldest trick in administration because it costs nothing and photographs well. It does not desilt a tank, staff an extension office, or put water at the tail end of a canal in Thanjavur.
And then there is the silence. The Cauvery and Mekedatu dispute needs more than statements; it needs an all-party front that makes Tamil Nadu's case harder to ignore in Delhi and Bengaluru. The Opposition has demanded that meeting repeatedly. A Chief Minister who came to power promising a break from the past should not need to be dragged toward the one table where the state's farmers speak together.
Periyar taught this land to judge power by what it does for those who work with their hands. Anna and Kalaignar built a politics on the idea that the state must stand with the small farmer against debt, drought and distance from Delhi. A government in Chennai, of any party, inherits that test. Announce less. Waive fully, name honestly, and call the all-party meeting. Farmers do not eat announcements, and they cannot repay a bank with a renamed scheme.
